Hello, y'all.
I lived in Brazil for 26 years. Low class, I grew up with a single mother and started working with 15 to help out in the house. I know how it is to be in a country with a really shitty budget. My first minimum wage was R$645 (U$113 today).
The only time I legit had no money for the BP was in 2016. I began playing in Dec/2016, so when the BP came out, The Darkmoon BP, I had no money to buy it. The solution: save money for the next year. Since then, every year I save up a little bit to burn in Dota. I could afford that because for years I saved up a pizza every now and then to buy hats.
Is it worth it? not really. But personally, I like my little collection of Dota stuff. I never begged money or starved to do it. I just worked and saved it for specific reasons. I see people saying that it's hard to buy, and I agree, but instead of planning for it, they want Valve to bend for them. While I WOULD LOVE VALVE IF they did it, the sad reality is that they most likely won't.
People tend to forget, its that if they do that, people will change their steam stores to Brazil to buy it cheaper – The same way people mass changed to the Netherlands to preview the treasures. And Valve is not just a game developer, they are a company, one that likes to make MONEY. We are a lvl 6 CM with no boots while they are a lvl 30 pugna trying to suck all we have. And that's business. Instead of asking for changes that will never happen, plan ahead. If you like the game, save up, and buy it. If you have really limited money, DONT SPEND IT ON HATS. Keep it and spend it on the more important stuff, like well-being, health, or everyday living. You cannot easily change how much money you make, but you can 100% change how much you spend. SAVE MONEY, PLEASE.

I understand it sucks, but saving money can get you far in life. My example, I finished high school in 2010, worked, saved, and in 2018 I got accepted into a college in the US. Am I rich? No. Never was, never will be. But for the last 3 years, I'm ok financially and I make daily more than I need to buy the LVL 340 BP.

TL:DR: BPs are yearly. Save up to buy it, or, be smarter, save up and buy something else more important. Don't act like the global market will bend for you because it won't.
