Grinding Gear games has done an amazing job of keep their game Path of Exile fresh. They do this by implementing new aspects to the game but more importantly creating frequent wipes (every 3 months). From what i have seen from watching a bunch of streamers in EFT is that the most exciting part of EFT is actually wipe day because everyone starts off at equal footing and not have to go against fully geared chads. Why not implement a system like Path of Exile has where there is 1 standard server where everyone can keep their old progress, but also a separate server that wipes every 3 or so months to create a fresh experience. For each league you can create some incentive such as a new type of mod or weapon thats only available in the new league. After the league is over, the gear you have attained will transfer to the standard server.
Also an option to queue up for a raid with only solo players would also be amazing
