Gwent rework proposal starting with neutral cards. Your opinion?

What I really miss in Gwent is faction identity which is lost due to GN and Renfri decks.
Most of faction card abuse derives from neutral cards.
First of all, I propose restriction on the number of neutral cards in faction decks. So called – non-devotion decks.
Basically, when building decks, you would choose the stratagem first (no changes, could be faction or neutral) then (if you want) up to three neutral cards, then faction cards, all within designated deck and leader provisions.
Second, many faction cards should have ability bonus for playing devotion (e.g. Unseen Elder already has such ability).
Third, implementation of neutral faction and rework of many neutral cards. This means, you could play with neutral cards and leaders such as Shupe, Geralt, Gascon, Dandelion to be exclusive for neutral faction against other factions.
Existing neutral cards should be reworked. Such as Wolf pack, tag: Beast ( Damage unit by 2. Bonded – Damage unit by 4. If the opponent unit is destroyed infuse all copies of Wolf pack with Thrive.) Thus, making the Wolf pack viable in MO decks. Dual faction card – MO and neutral.
Some existing neutral cards should not be neutral at all (e.g. Carlo Varese – known as Cleaver, leader of Crowsplitters – according to Witcher lore -should be in Novigrad -Syndicate faction only w/o changed ability. Witchers should be dual faction ( existing faction + neutral fact). Exception – current neutral witchers stay neutral only. Royal Decree should be NR/NG card.(That's why is called like that). Vampires should be dual faction (existing and neutral).
This would decrease the number of current toxic decks that use so many neutral cards which abuse faction cards.
This would be just the beginning.
