If you steal a Nauzicaa sergeant with Sweers the sergeant will proc. When you play Dandelion into Nauzicaa it won't.
Nauzicaa's text says "whenever you play a unit", meaning that when Sweers is played it shouldn't cause the Nauzicaa to trigger because Sweers is not played by the opponent and the theft is a result of the deploy. I think this is due to the way cards "listen" and handle actions behind the scenes so to speak. My guess is Nauzicaa triggers because Sweers's deploy still has to be resolved but by that logic Dandelion should also cause Nauzicaa to proc regardless of the fact that Nauzicaa is not yet on the board when Dandelion is played…
tldr: Nauzicaa already being on the board makes it buggy when you play Sweers…
