What is with the onslaught of players using extremely kitted weapons with bad ammo?

I've been playing a lot of woods and lighthouse, as they have my main set of tasks (besides streets). Woods, I've been killing a lot of under-geared players, which is expected, but 1/10 kills is a geared player. And probably half of those players on woods, they've been wearing something like Killa Armor, a very kitted M4 or RD-704 or something, but M855 and T45 or some other mediocre ammo. It doesn't bother me, but it's strange.

And then, Lighthouse – I have had 3 different scenarios where I kill a player scav, prone out on their body, and take 3-4 shots to my head (Exfil), and stand up, heal, and maybe take one to the face shield while I swing and kill them. I realize my helmet is still 117 out of 120 or whatever, and they're like level 28 with the craziest gun builds and trash ammo.

I've always been of the opinion build a gun that is up to par with what ammo you can run – PS 7.62 is like a 100k gun (not including the price of the weapon, T45 is like a 40k gun, BP is like a 200k gun). And I've made a lot off these players, but why?

The only instance I sort of understood was on woods someone tried to extract camp me at UN Roadblock (2 of them, one with an RPK and an ANA m1, one with an M4 and Killa, both trash rounds). But everyone else?

And they don't rotate. They just wait for me to find a weird angle (i.e. in the blue shacks north of the chalet, I peaked through the window to kill 2 guys who were tapping my head from the mountains) and kill them.

This is not what I'm used to. But the flea nerf is clearly hamstringing a lot of players – I'm running a Tagilla rig and Exfil most of the time, and I'm realizing newer players just don't stand a chance if they don't try to leg meta.
