Where can I find traders and miners?

I'll keep it short, I'm trying to steal lol, but I don't know where I can find other players, I've been sitting for 20 minutes in a star system that has the best prices for platinum, but I didn't find any other commander in there, back when I used to play everyone was hauling LTDs from Borann to the best selling stations, all I had to do is look them up on Inara and in no less than 2 minutes I would find a player just by lingering around that system's star, but now? It feels like it's impossible meeting another player

Is my strategy outdated? Did everyone just start playing solo? Did everyone forget about mining or trading? What's going on here

Edit: Wow I don't remember the community looking down at piracy so much when I was playing, I thought that everyone understood it's just another way of making money and another way to interact/roleplay in online mode, I don't even do it for profit I do it more for fun and the interaction, I don't understand this
