Are we playing with loaded dice?

I have been noticing that in a lot of games you either get incredible shots and pen or it's the absolute opposite. There's usually no middle ground, and that makes me suspicious. Please bear with me.

If I'm not mistaken, every time you take a shot the base penetration and damage are applied a bonus/penalty of up to 25% depending on the rng. This means that a tank that has a base pen and dmg of 200mm and 300dmg could be rolling from 150mm/225dmg to a whopping 250mm/375dmg. Again, if I'm not mistaken, the same applies for accuracy (but I'm not sure it was 25%).

I've seen a lot (and I mean a lot) of matches where all your snapshots and cupola shots without even fully aiming hit and pen, and other games where you will consistently fail to pen medium tanks from the same distances and angles where your gun usually cuts through them. I usually thought little of this and regarded it as plain luck or player skill, but the fact that it usually remains consistent throughout the game is what makes me a little paranoid.

I think that whenever you enter a game, the bonus/penalty is already set and that it helps keeping the matches from ending in a draw or dragging on for too long. If you give each team a small bonus/penalty, that means shorter matches, more matches per hour and in the end more credits/gold spent per day.

Am I alone in this belief, or should I keep my tin foil hat on?
