The Swedish government has applied a ruling that all non European residents cannot enter Sweden until after the 31st of August, which is 2 weeks after TI. There are exceptions for high skill work that may allow the players to get in if they are already in the EU or get exemptions. This is determined at the birder, but Sweden typically recognises professional gaming as work.
This does means that fans likely will not attend from many non European countries. 😶
