A thought just occurred to me, a type of on foot settlement that’s missing…

There should be some outlaw settlements, like real hive of scum and villainy/wild west type places, similar to the tourist settlements but more seedy, where the mission boards and NPC mission givers are all illegal missions, some real dodgy NPC characters, outlaw type outfits as guards, and gruff voiced commands and comments from NPC. A shabby looking exterior and malfunctioning equipment and lights, each with a bar that looks more like a wild west saloon.

In addition to just the variation of aesthetics, these places (actually all settlements now that I think about it) should have rare RNG chances of some incoming 'scenarios' (like the in-space scenarios), e.g. you could be in the settlement, just browsing around and enjoying the rustic ambiance or whatnot when a band of raiders come dropping in, and you have a chance to defend it or join with in the onslaught.

That is what is missing.

The existing settlements are good, but they all operate in the same way. They are either online or offline, filled with people going about their business or currently occupied by scavengers.
