There is a Turn-Based Survival Game called Cataclysm Dark Days Ahead which has a very interesting take on crafting. Instead of requiring specific items to complete a craft, you can use something which generally makes sense for that craft.
For instance, you want to craft a makeshift spear. You don't just have to find a stick and a knife and nothing else will work, you could find a broom, a pool cue, a mop etcetera alongside a butchers knife, or a cutlery knife, or a scalpel. Anything that makes sense can be used.
Apply this idea to Tarkov. You want to make army bandages, you need regular bandages and Tarkovskya vodka. You have to use Tarkovskya vodka. Why not use whiskey, or fierce hatchling moonshine instead? They make just as much sense.
This could even be extended to quests. Therapist wants a salewa? Why not give her a grizzly instead, or a fuck-ton of AI-2's and bandages?
Cataclysm Dark Days Ahead is a community made free game, I'm sure it wouldn't be that hard to implement. It would certainly make certain quests a ton less frustrating.
Not being able to craft them sucks. Especially when everyone I talk to about it…
