Here is my take. Gwent is a Game that is played and controlled by its Gamers. We don't have stats to follow in Gwent like in other Card Games. What is strong or what is weak is discovered by the Gamers. This already makes Gwent Gamers indirectly more intelligent than other Card Gamers.
Because the Balance is only perceived and created by its Gamers, Balance itself becomes a Social Construct. The different Archetypes and Decks are sorted by Social Classes and the Players give them their hierarchy.
Only CDPR is above the Gamers. They own the real Data and the real Power. They can Buff and Nerf Decks. Likewise, they can shift the Social Hierarchy between Decks. Furthermore, they decide who becomes the next leading Social Class. In a way, the Gamers themselves can be seen as a Social Group controlled by CDPR Patches.
So in Reality, CDPR holds the real Power by not giving the Gamers stats and controlling the flow of Patches. CDPR controls Archetypes, Archetypes control the Gamer Play styles.
That makes Gamers the most oppressed Group in Society.
