If you attempt to file a chargeback, BSG will ban your payment method from being allowed to purchase the game. So BSG has the ability to block payment methods.
However, if your account is banned for cheating, your payment method ISN'T blocked(unless you chargeback). For cheaters that RMT, buying a new account is just cost of business, they make back the price of the game in less than a day.
So in a way, BSG has a quite lucrative business model in which they profit off of cheaters. Instead of fixing the game itself to be harder to hack, they just ban people every week and profit off of new copies being sold.
At this point, they probably make more money from cheaters than they do from legitimate players. The game's been out for more than 5 years now, and many have already upgraded to EoD which provides all future DLC. So there's no incentive to fix the issue, so it's no surprise that their reported efforts on cheating revolve around more bans.
If BSG actually did want to prevent hacking, they would block hackers payment methods like they do for people that chargeback. But until they do that, it's quite clear where their priorities are.
