This has been talked about in the past, but less so to combat cheating: dedicated servers.
I know this is a hot topic and understand why, so I tried to be as unbiased and fair to all sides as much as I could.
Below is a simple outline that I can add to and improve with your suggestions.

Combat cheating. Cheating will always occur, even with the best anti-cheat imaginable. | Cheaters can be individually dealt with by mods/admins. | Wrongful bans/badmins could abuse their power. |
Region "lock" (see above). Official servers would sync your character only across same the same region. So if you make a character on US servers, you wouldn't have access to that character on any other region. | Potentially reduce cheating or other unintended aspects of playing (ex. selecting low-pop servers for easier gameplay). | If you have to use a different region to play with friends, you won't be able to continue progress alone unless you use that same region with a potentially bad connection. |
