For reference, here is the dev diary speaking about their idea of what the Odyssey ground combat is supposed to be like. Now, I am not trying to re-litigate the various problems with Odyssey or ED as a whole, we all know all the arguments, so lets talk about potential fixes to issues instead.
I have spent the weekend doing a bunch of ground combat for the community goal (top 10% of contributors), so I feel that I have some decent perspective. As I see it, there are a few ways that Odyssey can give otherwise less-viable weapons a use-case.
Ship Launched Fighters are (if I understand the current meta) not great for most ship-ship combat situations. I think that allowing them to target ground troops (like an SRV can) could make SLFs viable. SLFs and SRVs both could then take on similar roles in the Sphere of Combat, that of agile hit and run attackers.
Turreted weapons are also not great in the current meta. I am fine with fixed and gimballed weapons not being able to automatically target ground troops. If Odyssey allowed turrets to (manually, automatically or via multicrew) target and fire at ground troops, it would be lots of fun. You could do loads of damage with good positioning, but it would make you a target to everybody else.
More handheld weapons would be nice. Laser and Kinetic anti-materiel/sniper rifles could be an option for anti-vehicle combat. I think a kinetic shotgun would be fun because shotguns are great. A laser shotgun does not make too much sense, so I think some kind of short range (continuous) beam rifle could work.
