Ok so I did 30 raids on woods, 35 percent for shturman to spawn. Which means, after 4 raids, he’s a guaranteed spawn. Sometimes he doesn’t spawn. I did 8 raids where he didn’t spawn once. I ran all around the sawmill check all the spots. Then the raids that I get him I spawn across the map and when I get to the sawmill, he’s already dead. If I get a sawmill spawn, he doesn’t spawn. It’s like this game is actively trying to not let me get this quest done. It’s either from luck or just really bad timing. Also I see streamers managing to get shturman back to back and shturman and his guards are all running around in the open, but when I get shturman, he’s sitting somehwere where I have to get very close to the sawmill to the point where I die and have to try another 4-8 raids to get him again. But also, the least of my worries is not headshotting him, and having to retry again if it’s not a headshot.
