Just for the record, I own every single exclusive item since TI2017 so my opinion is probably less biased than it could be if I didn't have that crap I don't regret wasting money on yet.
OPTION ONE: Items are put into shop after some time from their initial release in battle pass for relatively low price.
Arcanas or arcana bundles would cost just as much as any other arcanas in the shop. Second styles would be just as obtainable and so on.
Personas would have the same price as legendary sets like Juggernaut one or Pudge's black death.
Original items are given special quality like year 2019 invoker persona.
Optionally, second styles of newly obtained arcanas become unavailable.
OPTION TWO: Items are occassionally returning in future battlepasses for the same/lower price.
Same thing that happened with voker persona – returned after a few years to be available for another time window for slightly lower price.
OPTION THREE: Items are put into shop for the same amount of money it costed to get them in battlepass they first appeared.
So for example, if it costed 200$ to get windranger arcana in the battlepass, when its put in the shop, it costs 200$ for the bundle. It could optionally come with some additional bs like a taunt or emoticons.
OPTION FOUR: After certain amount of time the battlepass has ended, a special bundle is released in the shop that contains all major not exclusive rewards. Its price is slightly higher/lower than it costed to get the highest reward of that battlepass depending on how much stuff it contains.
For example, a "International 2019 bundle" that contains Earthshaker arcana and invoker persona + some other int 2019 related crap like music pack, loading screens, etc (even if they are already marketable). It would not contain any rewards that were labeled as "not available anywhere else" like Axe fists or Tiny prestige item.
All rewards obtained from original source get exalted quality or something similar.
OPTION FIVE: Fancy pixels are kept artificially limited because having something rare is more important that just enjoying it and letting others enjoy it.
Aka "I treat dota items as an investment like NFT" option. Obviously lame. Obviosly chosen by the majority out of spite.
OPTION SIX: Some other special way of distribution.
For example – owners of the battlepass rewards can manually sell them for a FIXED price set by VALVE to get steam money for some things they are not intersted in having. The rarity of the items would not decrease, but they would still be obtainable, while Valve could additionally benefit on the extra commission of it.
