If I transfer my console save to PC, do I need to actually buy the game on PC?

I'm aware that this sounds like a stupid question, but I'm just making sure.

On the information about Update 14 that was posted last November here, it says near the end, "Via our website, console players have the option to clone their Commander profiles for use on PC without needing to re-purchase the game".

I'm not entirely certain if I'm just misinterpreting this, which I likely am. But it sounds like, even though I don't own a copy of Elite: Dangerous on PC, but I own one on console, I can use this transfer service (which doesn't seem to have been brought back online, though I think it will in the next month or so according to the same post) to move my console progress over to PC and get the game for free on PC. Am I just reading this wrong or is this really the case?
