If you never see “Waiting for players,” your PC is loading the game the slowest in the lobby.

(This does not affect people who scav, as scavs will never see "Waiting for players")

If the last message you see is consistently "Awaiting Session Start" before the countdown, then you are loading the slowest in the lobby and should maybe consider addressing it- not only does it affect load times of everyone else in the raid, it may be adversely affecting your game performance.

Being the slowest in and of itself is not bad, but it is something to take note of. If you never see "Waiting for Players," your PC is objectively slower at loading the game than everyone in the lobby. If you are loading slower than everyone, then you are in effect preventing everyone from loading into raid for that amount of time it takes you to load in.

This could be due to multiple reasons, be it faulty hardware, system specs, your settings, your connection quality, or even a virus on your computer.
