The technical team of programmers and engineers clearly care when they just recently created the issue tracker as a way for us, the community, to let them know which technical issues are most important. They clearly have limited resources and have to prioritize, but they have done tons of work over the years and continue to do so.
IceFrog, the person or people responsible for balance, continues to deliver big, interesting patches as well as minor patches to smooth out any egregious imbalances.
The team responsible for cosmetics and game economy clearly care very much about making money. Over the years, they have reduced the set creators' share of profit and removed our ability to buy sets (you can only buy treasures / battle pass) to make sure they can make more money, and it only cost us set quality and glance value.
And, well, there's clearly no one in charge of keeping smurfs away from matchmaking, but if there was someone, they'd probably care a lot about not being reprimanded by the economy team about reducing player count.
