Lined Pockets at 16 provisions is too good

In general, it's not a good idea to balance a leader around a specific deck, but with lined pockets it's clear that this will always and only be used in a crime deck.

Having said that, for 16 provisions you're getting a very granular 6 coin ability in addition to what amounts to at least 9ish coins over the game. With Philippa you're converting those coins at a 2:1 ratio, with jackal and drill at a 1.5:1 or 1.0:1 ratio, cleaver at 1.25:1 ratio. So assuming you save your Philippa for r3, you're getting 12 points of value out of your leader (and obviously the game winning control value), plus an additional say 12 points during the course of the game from the passive ability, in addition to coins having carryover potential. This just dwarfs all other 16p leaders and probably even 15p.

Even if things go wrong with Philippa, they have to go really wrong for you to not get good value out of your leader. Compare to double cross which can brick pretty comically, or blaze of glory which has no granularity and kinda bricks if you don't draw and set up Eist.

tl;dr lined pockets needs some fewer provisions.
