Played 28 matches of PL with a 65% wr. At the end of 7.30 I started playing naga and got 83% wr after 23 matches. These 2 illusion heroes are quite similar, but I was thinking about when one is better than the other so I made this table based of my experience. I may be biased a bit for naga here since I started playing her a lot recently and she became my best all time hero. I’m a 4k scrub from sea so you don’t have to agree to my thoughts if you feel it’s wrong, if possible leave some feedbacks on parts where it might be wrong. If some heroes aren’t here, treat them as both naga and PL being affected the same way against the hero.

Overall rule i can make is,
Pick PL when:
-Enemy team struggles with infinitely spawning illusions
-You need teamfight
-You need early skadi timing
-Mana burn is good
-There's no long duration aoe stun that can show your real hero(naga song, ww curse, et stomp, etc)
-Enemy cores dont have evasion
Pick Naga when:
-No illusion pulverizers(your illusions can survive the whole duration)
-Your team plays around pickoffs
-Enemies have no aoe slows(including clinkz/dusa wide skadi attacks)
-Early orchid/bloodthorn is good
-You're against elusive/tanky heroes
-Your mid roams a lot, so you can clear mid wave while jungling as they roam around
-Enemy cores build bkb so you can kite the duration.
-You're not against bb/tide(for real, these 2 heroes make you suffer a lot)
-Enemies don't have a lot of self dispel items
