I feel like they didn't adjust the provisions properly after the nerf and they are still an aftermath from when it was op. True, on paper it can still be a 12 point leader but often this value gets significantly reduced by armor, shields, uninteractive plays, deathwish units, healing engines, short rounds etc. With the rework it's just a bit awkward to use. EDIT: also let's not forget about getting bled.
I think a comparable leader is Blood Scent. In an ideal scenario it's also worth 12 points, has synergies with Vamps but can be a bit awkward to use because you need 3 suitable targets. In a long enough round. But Blood Scent is a 15p leader, ROTS only gives 13p.
I know a lot of us still have bad memories from the old op Tier 1 ROTS and might say "Are you crazy? It's still a 12 point leader with Greatsword and bloodthirst synergy. Such a powerful leader should not give more provisions!". But there's a reason why it completely vanished from the meta after the nerf. Try it for 10 matches and see for yourself if you don't believe me.
I think it would be a good choice at 15p but currently opting for this leader is a handicap.
