We've previously mentioned our aim to deliver content on a more regular schedule throughout the year rather than drop everything during one period for the traditional Battle Pass. We've experimented with this style for Diretide, the New Player Update, and our continued seasonal Dota Plus updates.
They make it look like not getting a battle pass this year and instead getting two events is 'to be expected'. Because they said before 'we aim to deliver content on a more regular schedule'.

First is with regards to new heroes. We know the community tends to expect new heroes in the fall each year (usually released around November sometime). We are currently aiming for end of November for a new hero release, followed by more that are spread throughout next year with the next one in the first quarter next year.
They weren't talking about the battle pass, events or ANY of that type of stuff. They were talking about HERO RELEASES. This seems really weasely to me. No one who reads that quote is going to think there won't be a battle pass.
For the 10th anniversary of the game and The International, we're actually not getting a battle pass. Instead of finding unique ways to use the funds generated, they decide to not do it at all. Amazing.
