First of all, there is no doubt that Rayla is a bad card.
I think that even if she doesn't have her adrenaline restrictions at all, she will still be bad.
There are two major problems with her.
(1) Despite being a card that should be included in the Tributes deck, she does not work well with Off the Books leader or Madame Luiza.
(2) She is very expensive 11-provision card, but if she gets tall-punish, no value remains at all. This contrasts with other good high-end engines such as Gezras, Bruver, Cleaver, Foltest and Kelly.
So, how can we make Rayla viable?
I have a few ideas, and I welcome any criticism or other opinions.
First, how about getting an Immune instead of Veil? This method may make her too OP, and in that case, it could be solved by adjusting Adrenaline.
The second way is to change the mechanism so that it is not affected by OtB leaders or Luiza. However, this method may cause the card text to become too complex, which is not good for newbies.
Third, there is a simple way to get rid of or increase the Adrenaline limit, but as I said earlier, I think Rayla will still be bad after this buff.
Finally, instead of boosting herself, how about change her ability to boost the unit who paid Tribute? Personally, I like this idea the most.
