What do you think is the purpose that neutral cards are trying to achieve and are they doing so effectively?
I would say that neutral cards have 2 purposes,
prevent a single mechanic going out of control by allowing every faction to have specialized answers that are otherwise weaker.
Give multiple factions a card that can uniquely interact with each faction, but you don't want to print more or less the same faction specific card for all of them.
Which now brings up the card that made me think about this, "heatwave"
A card that is probably the most versatile removal in the game, and doesn't have unique ways of interacting with multiple factions.
So right now I would say that it is a card that makes life easier for devs, but isn't overall good for the gameplay.
