Hi Friends.
As of recently (likely the newest patch), relogging at a ground CZ will move you to the nearest (or last) station you were at prior to going to the CZ.
That is, if you take a Frontline Shuttle down to a ground CZ, and try to relog to restart the battle, you will be taken to a station instead. This also applies to using your own ship and landing near the CZ to participate in it.
A friend made a ticket with support to see if this was an issue, and here is their response:

Thanks for getting in touch with us.
Elite Dangerous isn't really designed with relogging in mind, and we don't want to encourage CMDR's to exit and enter back into the game if they don't have to. We haven't made any specific changes to stop you being able to relog into ground conflict zones, however, we did make some general changes to on foot conflict zones that might have had this effect.
However, if relogging now teleports you back to a station when it previously would reload another CZ, this isn't something that we'll likely reverse.

I'd like to remind Frontier that relogging is a core mechanic of elite dangerous in the following areas of gameplay:
Without relogging, this game would not be suitable for pick up and play for most people. Can we please revert this? Frontier don’t want people to relog, but they also don’t want to fix the reasons people choose to relog instead of just playing the game.
