What is she referring to when she says this? Is it part of her lore?

It caught my attention because London Calling is a song by The Clash that talks about London "drowning" after a nuclear fallout and has the vibe of the sirens that ring before bombs fall.

It'd make a v long post to paste the entire lyrics so i've taken only relevant parts.
