Has WG lost the ability to accurately measure a tanks true statistical performance?

With all the recent "improvements" to the game such as bounty, bond, and now experimental equipment plus the addition of battlefield modifications has wargaming lost the ability to accurately measure a tanks raw statistical performance for balancing purposes?

With bounty/bond/experimental equipment drastically altering tanks core statistics with their various builds I don't see how WG can get a good base line reading on the performance of certain tanks for balancing purposes when there are just too many variables. There's just too many outliers with the OP builds and equipment going into the game. Plus we are not even considering the effects of premium consumables, crew skills, or the possibility of the new crew skill system (Screw 2.0) on a tanks performance.

I just don't see how a tanks actual raw statistical performance can be measured anymore.
