Simple buff to the type 5 heavy to make it unique and (relatively) competitive

Everyone would agree right now the type 5 heavy is the probably the worst tier 10 in the game.

Most suggestions to buff it end up with the Type 5 being another maus knockoff (e.g. buffing armor, gun etc).

I think it would be really cool if the Type 5 was buffed by mostly removing all dispersion penalty values for the tank, essentially making it just as accurate on the move or stationary.

To be specific, I would propose a buff to the dispersion values so that no matter how you move (turn the turret, move the tank, turn the tank) the dispersion never gets above, say 0.35 and if you stop to fully aim it gets to 0.32 (with full food, bia, etc).

I think this really suits the “land battleship” conception of the Type 5 and will give it a very unique gameplay of moving and aiming at the same time. It would also make the tank very good at pushing a flank as it can advance and put fire down on the opponents at the same time.

Everything else can be basically left unchanged with this alone it would make the tank interesting and worth playing.
