The idea works similarly to the way CS:GO does it; players can put their skins, music kits, stickers etc. onto a market that other players can buy.
Obviously, they are sold for lower price than originally purchased (unless something unusual happens) and Valve (CS:GO developer) takes a price % fee as 'tax'.
In World of Tanks you could put your premium tanks on the market. This would benefit both parties; people that have too many 'out-dated' premiums and those who don't have any.
For example, If I have weak premium tanks such as: Amx CDC, M4A1 Revalorise, Lowe, T26E4 Super Pershing, FCM 50T as well as strong tanks I don't play anyway (becuase I got them from lootboxes or smth) like STRV 1, ISU-152K, Caliban, Tornvagn, Caernarvon AX, FV4202 and so on.
The point is, they never see any play on my account but they could be put to use on people who are 'free-to-play' and/or don't want to spend a lot of money.
In this case it would also benefit WarGaming since they would be getting their % share from the exchange. I would be happy that I sold my useless tank and someone free-to-play would be happy they got a tier 8 premium for 5$.
