I've commented my idea a few times in various posts, so I wanted to make my own to flesh out the idea and get feedback.
It doesn't make sense that you get the same 2-minute Wet effect from jumping into a river as you do running 5 feet between buildings on a rainy day. I think Wet should be reworked.
Rain should apply Wet, be on a short (~5s) timer that refreshes while you're not Sheltered, and affect Movement Speed and Stam Regen (due to muddy ground). Then, if you're Wet too long or fall in water, you get Soaked which would be the same as the current Wet status.
Another option would be to have the duration of Wet depend on how long you were exposed to the water source. Stepping foot in the rain would give an immediate 10s of Wet, then add another 10s for every 1s in the rain. Falling into water would give an immediate 120s of Wet and increase the longer you stay in it.
