Biome:
So the Ocean can't be too dangerous because it's basically mandatory to cross it and some worlds need the Karve to get to iron, so I think the end game ocean biome (calling it the Sea for ease) should be to the far west or east.
Elder Leviathan: Larger leviathan that are their own biome, with dangerous enemies that spawn there. Do not submerge like their younger forms, hence you can build a base there. Are basically islands. Abyssal Chitin acts as the new metal from the Sea and is found on the Elder Leviathan.
Threats:
Dverger Pirates would rarely spawn on the Sea in their own boats. They can tether to your own boat were they would then board and attack you. Destroying their boats will drop a hydrofoil, which are required for a boat upgrade which travels as fast as the Dverger ships. Alternatively you can hijack their boats instead, however they would have much smaller capacity than the upgraded player built boat. Pirates sometimes drop treasure maps, which mark a location on the map where there is buried treasure anywhere in the world.
Some aggressive birds in a flock: Drop feathers, talons and meat.
Points of Interest:
Pirate Hideouts would spawn on elder Leviathan in the Sea. Would rarely contain the vegvisir for the ocean boss.
Sea Trader: Spawn on Elder Leviathan, sells different wares from Haldor including heavy boots that allow for sinking.
Ocean Boss: Yeah this one is tough to call. We're not on the level of jormungandr but that is the Norse sea monster. Kraken maybe?
