I could be wrong here, but this is corroborated by a couple other posts I've seen.
Tried to grab the ZB-014 key for the Ice Cream Cones quest from room 220 in Dorms on Customs, where according to the Wiki it supposedly spawns, but couldn't seem to find it. The posts I mentioned before mentioned going for the key repeatedly and finding nothing. If that's the case, then the Wiki may be wrong here.
EDIT: As u/Fleischbazooka pointed out in the comments, it may spawn there but just have a really low spawn rate, and the key is optional for Ice Cream Cones anyway, so it's probably more worthwhile to craft the magazines or to check the unlocked part of ZB-014. To me that makes the dorms 220 spawn a bit useless since risking dorms for a key in a locked room with a low chance of spawning seems like a bad idea, but that's just me.
