If a commander pulls you with a niche build with this weapon: just leave and don't waste your time. This weapon seems tailor-made to deliver a time-wasting, unsatisfying fight.
POV: I didn't know about this thing. I am fighting this guy who pulled me out and he at first seems like he is doing really shitty damage to me. I couldn't identify the sound of his weapon and I couldn't see it in action much either. At first I wondered if it was the faint sound of cannons or something and he just kept missing. We dueled for what felt like forever, when when my PAs started malfunctioning. I kept on with the gimballed beam and MCs I had and finally after forever his shields go down and mine and my hull are still doing well. The PAs seem to just die so I finally check my modules and they are all pretty wrecked. I probably lasted as long as I did because I had MRPs. I get my first thruster malfunction so I just leave.
IMO: If you come across someone using this build just leave.
