Doesn’t veil of discord need a buff?

Title, just for discussion… I really feel like it is on a bad spot, the stats it gives are kinda low, the buildup is ok I guess but the final item just don't work on most heroes… the active on supports is meh because 18% extra magic damage on a support (that don't do that much magic damage) is low. Of course you can setup to your cores with magical dmg, but still not that easy to happen a lot.

I used to build basilius into veil of discord as rubick (also open to discussing rubick item build lol) pos 4, but now it makes almost zero sense, even the sole basi on sup4 doesn't feel so nice because basi already gives 1.5 mana regen against 1.75 from veil, on the other hand, a lot of pos 1 are building basi, and it's nice on a lot of them (jugg comes at my mind mostly)
