This may be the unpopular opinion, but hear me out.
TLDR; Off fresh wipe, sell everything in your stash. Run quick extract scavs on factory for kits. Buy Scav junk box asap!

So now my reasoning. New players coming into tarkov more than likely expecting Tarkov to play like every other shooter they have played. Either this or see a person like LVNDMARK shitting all over his competition and think they will be able to do the same. This mindset is the ultimate killer and gonna cause a false sense of security when they are just starting out.
Most new players will equip their PMC similar to how BSG starts your guy out and will run raid after raid and just end up dying. At the very least everyone should get a reasonable amount of map knowledge or have a friend that can SHERPA them in the beginning. Because of this they will quickly dwindle their supplies.
Instead of losing all these items, sell them. All of these items are not unique and can be replaced easily with a little time and roubles. If a player chooses to instead clear their stash from day 1 and hopefully pick up a scav box within their first raid, not only will this allow them the freedom to horde everything (for a time) but teach them how to engage scavs with weapons they will most likely will be using on the regular. It will save them money by flipping scav kits and that way they never really have any overhead.
It will also allow them the time to figure out what is important to keep and what isn't. Where as if they manage to fill their stash early on, they will not know what to prioritize because they had no time.
At this point to finish up, if every new player clears their stash. They should never have the problem of not having space to store new items. Even veteran players with high SR would still struggle.
And as time goes on, naturally you will start to collect more cases to further your total stash space.
