How do you remove faction bounties?

I got a bounty from Lavigny-Duval that I can't remove and I get attacked by their ships randomly. How can I blow this ship to remove the bounty? IF won't allow me to pay it off no matter how far I go into other factions territories. I can't turn myself in any of the systems controlled by the faction that put out the bounty. How can I fix this game breaking problem that has ruined all of my play sessions?

Edit: I figured it out but it seems like a glitch. I had to sell my ship in order to get the bounty to detach from the ship, then it became payable from the IF at an Imperial station.

What didn't work: turning myself in at an imperial station. Visiting an IF at a different faction station (only). Selling my ship(only). Resetting to main menu. Self destruction. Getting blown up by the same faction on purpose by picking a fight and turning off my shields.
