This has been talked about in the past, but less so to combat cheating: dedicated servers.
I know this is a hot topic and understand why, so I tried to be as unbiased and fair to all sides as much as I could.
Below is a simple outline that I can add to and improve with your suggestions.

Region "lock" (see above). Official servers would sync your character only across same the same region.
