I can already see the comments saying "It's in your head", "conspiracy theory", etc. However, the correlation between stomps as Meepo and losing streaks with multiple messages like "we've taken actions against a player you reported…" is quite high. After almost every Meepo wins that include a rampage or ~20-0 score, the losing streak begins (usually followed by 3-4 people reporting me for smurfing). During that losing streak, valve takes actions against players I report at a rate of about 1 per game.
Now normally, I don't have to report people. They generally play according to their rank and are not being too toxic. Maybe one game out of 10 has a really toxic person but that's not too relevant on the long run. After games where I go 20-0 and am about 10-15 kills ahead of the rest of the team, it's literally 10 out of 10 games, over multiple days, lasting ~20 games.
Sure, I don't have proof, this is just an observed correlation. There's however no proof that it's not the case since Valve doesn't publish any information about its matchmaking rules.
