Cards with ‘If your starting deck…’ are badly designed

In my opinion, cards which abilities start with 'If your starting deck' are badly designed.

It's basically admitting that card is OP, so it's given some restriction.

But wait a second, is there already something that balances decks? Yes, there is – provisions.

So, cards like Renfri or Nekker, that should have way more provisions, are given less provisions but with some restriction.

So what's the point of provisions in the first place if some cards ignore that?

Those restrictions are not that big of a deal, and it is proven by this meta and the one from 2-3 months ago, when Golden Nekker decks ruled.

The payout those cards give is way bigger than those restrictions (with exceptions to Shupe and Radeyah).

And the result of those restrictions is that everybody play pretty much same deck, and once you see Renfri or Renfris gang or Ciri: Nova, you already know what deck you're playing against.
