Conflict zone/Extraction site – new AI bug or…?

Finally doing mindless uber boring Imperial rank missions. Bored, took Anaconda to try some 4A Plasma with multi cannons – cannons combinations, closest was Conflict zone Low to try. Went there, ASP Explorer as target – he almost kicked my ass, I won with 18% HP left, my ship shredded.

Back to FC, repairs, game restart, back to zone, Chieftain – barely survived the fight, it was almost impossible to take down his shield.

Something wrong with my weapon combination, went back to station, old ones back, back to zone – much worst,fled from fight.

Took Python, lets check ring Extraction zone – Hazardous. Jumped in – surrounded with ~8 totally maxed out Cutters, FDLs… some 3 ship patrol jumped in – were dead in seconds… wtf…

My favorite Anaconda is fully eng/guardian boosted with thrusters, FSD, power, and level 3 max shields, Python too. I say favorite because she is most driven ship in my fleet, with highest battle count, so I am very familiar with Anaconda capabilities.

Day before latest patch I have took rank mission for Imperial Navy – kill 25 enemy ships, those were packs of 8-10 ships per POI with FDLs, Anacondas, Cutters etc – it wasn't easy but I have done it without loosing my Anaconda, once flew back to FC w/o canopy, that was the worst.

Even before I have done any engineer stuff, I had no problems to kill any NPC – my favorite was High/Hazardous extraction with precious materials in cargo – they were just coming and coming… left fight when multi's were empty.

Now I can't kill ASP Explorer…

Even in PvP I have not seen so strong shields and shield regeneration like today on NPCs small ships…

Did I miss something?
