- As long as you can see progress for both CG's it will always end with the one that pulls ahead first winning as nobody wants to join the losing side.
- FD keeps offering modules for the side they want to win and often just monetary rewards for the other side. Both sides should offer exactly the same thing and have hidden progress otherwise it's not actually player choice but FD's choice.
- Including things like the "witch hunt" is nice but it doesn't mean anything because they happened because anyone who wants to dissent has literally NO OTHER WAY to voice their dissidence.
So basically, as long as you can see CG progress and FD gives unbalanced rewards there will never be meaningful player choice in the narrative. If FD actually cared for that, they would implement similar changes as I suggested.
A perfect example of this is the recent alliance CG. It's supposed to be a impactful decision on the election going on but this is what the rewards look like:

Top 25%: 3A Double Engineered AX Fixed Missile Launcher

So the former has multiple rewards for every single tier and the later only has three and one of them is ONLY THE TOP 25.
Guess who won?
It goes without saying that it was complete BS and was rigged to go in one direction. The other side never had a chance to win and FD can't pretend it was player decisions that lead to it, when it was FD making the rewards 4 times better on one side then the other that lead to them winning.
