Start with only 13 automatic major slots rather than 16.
Exact distribution doesn't matter all that much

Then there are LCQs (like we had before TI) between the best teams in each region not in the top X to make major. Could be bo1 round robin to reduce the time required
top 3 from each go to major
Then crucially, The worst-performing region across the LCQs from that year loses a slot for the next year and the slot is given to the best-performing region.
For example, suppose these are the results from Major LCQs next season:

Then the average ranking for each region would be:
- WEU (2)
- SEA (3)
- NA (3.7)
- SA (4)
- CN (4)
- EEU (4.3)
And then EEU would lose an automatic major slot to WEU the following season.

TL;DR: bring back LCQs for every major and let the outcome of LCQs determine the rebalancing of major slots going forward
