The amount of time I've spent AFKing on the pier is well above 5 hours and I've still only gathered 5 kills. I've used all my red flares (3 of my 5 kills), throw a grenade every now and then if the raid has been dead, and afk for a full 40 minute raid sometimes without seeing a soul. At this rate I'm looking at a solid 10 hours of shoreline alone, not including woods and customs.
BSG wants to make these POIs more popular but that's simply not going to happen unless you add a reason to go there. Either change it to time spent to "Secure the Area", or add anything at all to make pier more appealing besides a couple early game quests. In a few weeks the only people you will see at the pier will be other people going for kappa. I guarantee there will be less people going for kappa than people marking the trading posts so the problem will only get worse as time goes on.
