Memory problem

I need a tech-wizard that can help me. Every time I play a game of dota, my memory fills up even though my ram is 16gb.

• I have set my dota 2 to the lowest settings, resolution and most optimize way it can be but it still happens.
• I also tried reinstalling dota 2 and windows but same thing keeps happening.
• Only thing that works is restarting the game when my memory becomes full which is very annoying.
