Should BSG punish hardcore exploiters?

Currently there is a public exploit that allows players to quickly (within a single game session) train up some skills to max level.

I won't go into details for obvious reasons but it let's you super quickly max out Endurance, Strength, Covert Movement, Health and Memory. All those skills maxed out due to one simple exploit. There's another exploit for training up Recoil Control. All those exploits were made public, there are tutorials and videos which anyone can simply google.

Moreover, people using those exploits are claiming they are safe to use as BSG promise not to ban anyone for exploiting. They are quoting this twitter post: https://twitter.com/betaeft/status/1036505976051048448

Now, since maxed out, elite skills provide huge advantage in Tarkov legit players are forced to choose. We can either use the exploit ourselves or we can watch others use it, gaining an advantage over us.

The exploit is easy to detect as all the exploiters are gaining a huge amount of distance traveled after every game (tens of thousands of kilometers). So nothing really stops BSG from finding the exploiters and banning them.

Other solution would be to patch the exploit and then wipe the servers. But that would also negatively affect all the legit players.

Therefore it would be in all legit players best interest to at least temporarily ban people who deliberately exploited (trust me, you cannot do that exploit by accident) and reset their skills.
