After looking at everything in the past month or so, it's easy conclude that devs were convinced to keep working on dota by offering more battlepass money by (a) delaying the battlepass release and (b) splitting it into two parts with Valve keeping 100% of part II and (c) releasing better content in part II.
Valve devs always have an alternate to work on steam insted which will almost always be more profitable for them.
Vote with your wallet is valid when you think the content is not good enough for your money BUT arguing that TI deserves more prize pool and you aren't buying the battlepass because of Valve's greed is not something I would support.
Keeping in mind how things work at Valve, if this keeps up then it won't be long before the devs completely abandon this game.
Dota Tier 1 scene definitely does not need more Prize money. Tier 2 for now is probably doing better than the past years.
There still is no excuse for shit content, less free levels and gambling sponsors but we should probably stop complaining about less prize pool and part II.
Valve could reserve part IIs money for next DPC or Tier 2 but it's not worth it if more devs abandon this game.
