What the hell?

Admittedly I am new, just started playing, but I thought I was getting the mechanics of the game. Began getting a new ship, upgrade it, haven't gotten far. Mostly engaged in shipping, did take out a couple of pirates. Had a fine, (yes, a fine, not bounty), I don't remember exact amount, but it wasn't much. Checked it earlier today and it was now a 2million credit fine. Can that be gained if I take out pirates of a system's rival faction?
Tried docking at a station, didn't engage weapons, because of fine services were limited, and I was ducking anonymously. Just before I fly through the station entrance the local security sounded alarm and started firing at me. I tried getting away, my weapons weren't even activated, getting fired upon and was destroyed. Had enough to require my ship with insurance, but woke up in some distant prison station. Started to fly, checked my information, and now I have a GALAXY-WIDE FINE of 3.3 million.
I haven't shot any security, the closest was shooting down some small drones when I was driving the rover. That did get me a fine, but it was less than 20k. I know I am new, I don't know what happened. I haven't done any piracy, but I have hunted and shot down pirates, even was offered a mission to hunt down cartel pirates in system that the fine originated. Did I get the fine from hunting a factions pirates? Is my game glitched? What happened?
