Where to sell exploration data?

Tips where to turn in my exploration data? Currently I've used it to do the ff:

1. Sirius Permit
2. Alioth Permit
3. Party of Yoru Engineer
4. Eurybia Blue Mafia Engineer

Unfortunately, no engineers I have remaining accept exploration data atm and I'm hesitant to hold on to them for future engineers since ship might blow up and I lose everything.

Any other minor factions worth getting rep for? Maybe a faction that gives good bounty missions? Should I just turn them all in anywhere at this point?

Follow up question, how do I get rep for federation/alliance/empire? Not sure if it can be done with exploration data as I only see my rep for minor factions in the station I am at. Was thinking of unlocking the various ships but idk if it's a separate system entirely.
