Why not do an in-season hotfix when your community is so fed up with the current state of the game?

Is it entirely because there are just not enough resources CDPR wise to maintain the game the way it used to be? And I'm not talking about game breaking bugs. It wasn't that long ago when hotfixes were a thing in Gwent when it came to gameplay. If I recall, there were hotfixes for the Master Mirror drop within just a week or two of its release. Not because things were broken with the game, but rather certain archetypes were far stronger than they had planned.

Not comparing Warriors for example to what we have now, as the meta's are entirely different. But why not do a hotfix when you have a meta now going on its second season, let alone a week or two, that consists of nearly every deck running the same exact cards, and strategy of just slamming tempo, tempo, tempo. It is ruining the game. So many decks have the same exact strategy of crapping out as many points as fast as possible in hopes that you thin well enough, have as much carryover as you can, and have the biggest Aerondight possible. Was pre-nerf Harald more of an issue than Aerondight? I'm not so sure it was considering the way Aerondight has shaped an entire meta for every faction, let alone just SK.

I'm just curious what the devs gameplan is when they look at the stats and see that some cards have such a lopsided play rate compared to others. Considering most of the problem cards currently are neutrals, I would have to assume that the last two seasons have seen the highest play rates of specific cards in a long time, if not ever. I for one am so sick of seeing the same cards over and over.
